For USD 130,000 (single applicant), a Vanuatu passport can be in hand within 30–60 days of submitting a complete application. No residency is required before or after citizenship. No visit to Vanuatu is necessary. The process is almost entirely remote.
How the DSP works
The DSP is a donation-based program. The investment is non-refundable — it is a contribution to Vanuatu's government infrastructure and development fund, not a returnable investment. The process involves:
- Appointing a government-approved authorised agent
- Completing the due diligence package (biometrics, background checks, source-of-funds documentation)
- Government due diligence and approval (typically 15–30 days)
- Payment of the government contribution
- Passport issuance and delivery

Passport utility
The Vanuatu passport provides visa-free or visa-on-arrival access to approximately 98 destinations, including the UK, Singapore, Hong Kong, and most of Asia. EU Schengen access is not visa-free — Vanuatu lost Schengen visa-free status in 2022 following FATF concerns. UK visa-free access has been maintained.
The passport's primary value is as a neutral, clean travel document for individuals from sanctioned or travel-restricted countries, or as a backup citizenship for business and estate planning purposes rather than as a primary travel passport for global nomads.
Zero-tax jurisdiction
Vanuatu imposes no personal income tax, no capital gains tax, no inheritance tax, and no corporate income tax. It funds government operations primarily via VAT (15%) and import duties. For investors relocating substantial operations or income sources, Vanuatu represents one of the world's most comprehensive zero-tax environments. However, banking infrastructure is limited — correspondent banking relationships have been a challenge for Vanuatu-domiciled entities in recent years.
