Vanuatu's Development Support Program (DSP) occupies a distinctive position in the global CBI market: it is the fastest processing legitimate citizenship programme currently available, with approval timelines as short as 30–45 days from submission of a complete application. No residency visit or interview is required. The trade-off is a passport with meaningful but not top-tier visa-free access — and a programme that lost Schengen visa-free travel in 2022, fundamentally changing its value proposition for European-mobility-focused applicants.
Current investment threshold
- Single applicant: USD 130,000 government contribution to the DSP fund
- Applicant + spouse: USD 150,000
- Family of four: USD 180,000 (two adults, two minor children)
Additional fees include a USD 5,500 due diligence fee per adult, processing fees, and agent/legal costs. Total all-in for a single applicant typically runs USD 155,000–175,000. There is currently no real estate investment option under the DSP — the programme is donation-only.
The Schengen suspension: impact and context
In April 2022, the European Union suspended Vanuatu's visa-free access to the Schengen area, citing concerns about the adequacy of due diligence standards in the CBI programme. This was a material change: Schengen access had been one of the DSP's primary selling points for HNW applicants seeking European travel flexibility.
Vanuatu has engaged with EU counterparts on programme reform, but as of mid-2026, Schengen visa-free access has not been reinstated. Vanuatu passport holders may apply for Schengen visas through standard channels — the visa is not blocked, only the visa-free exemption is suspended. For frequent European travellers, this adds administrative friction but does not make European travel impossible.
Current visa-free access
Despite the Schengen suspension, a Vanuatu DSP passport provides meaningful access:
- United Kingdom: Visa-free entry (post-Brexit, no change)
- Singapore: Visa-free (30 days)
- Hong Kong: Visa-free (30 days)
- Australia and New Zealand: eVisitor or ETA (streamlined, not visa-free but low friction)
- Russia, CIS bloc: Visa-free or visa-on-arrival for most states
- Most of Southeast Asia: Visa-free or visa-on-arrival
- UAE: Visa-on-arrival
Total visa-free and visa-on-arrival access: approximately 90–98 countries depending on the index methodology used.
The tax residency context
Vanuatu has no personal income tax, no capital gains tax, no inheritance tax, and no corporate tax. For applicants who are also establishing Vanuatu tax residency (which requires physical presence of at least 183 days or demonstrable primary residence), the citizenship and tax package can be combined — though this requires genuine substance, not a nominal address. Vanuatu tax residency is increasingly examined by origin-country tax authorities; advisors should ensure applicants have robust substance documentation.
Who the DSP still works for in 2026
The Schengen suspension has narrowed the DSP's target profile but not eliminated it. The programme remains compelling for:
- Asia-Pacific mobility focus: For applicants whose primary travel is within Asia and the Pacific, UK access, and Commonwealth destinations, the Vanuatu passport covers the relevant network efficiently.
- Speed and discretion: No other programme at this price point offers 30–45 day processing. For applicants with a genuine urgency — an imminent travel need, an upcoming business transaction requiring a neutral travel document, or a fast-moving relocation — the DSP's processing speed is unmatched.
- Vanuatu tax residency structuring: Applicants genuinely relocating to Vanuatu and combining citizenship with local tax residency have a coherent package at a relatively modest capital outlay.
- Portfolio passport at lowest cost: HNW families building a multi-passport portfolio may include Vanuatu as a Pacific-positioned document at a lower cost tier than Caribbean or European alternatives.
For applicants whose primary mobility need is European — whether for business, residence, or family reasons — the DSP is no longer the most efficient solution, and Caribbean alternatives with intact Schengen access deserve priority consideration.
