Tax overview
Malta's individual investor tax regime allows non-domiciled residents to pay 15% flat tax on foreign-sourced income remitted to Malta (minimum annual tax of EUR 15,000). Non-remitted foreign income is untaxed. Capital gains on overseas assets are tax-free. The Global Residence Programme (GRP) offers 15% flat tax with EUR 15,000 minimum.
Safety
Excellent — Malta consistently ranks among Europe's top five safest countries with extremely low violent crime. The main urban nuisances are traffic congestion and property price pressure from high immigration demand.
Healthcare
Mater Dei Hospital provides EU-standard public healthcare. A strong private sector — Vitals Global Healthcare, St. James Hospital — supplements public services. EU EHIC card is valid throughout Europe for Malta residents.
Education
Malta's education system operates in English and Maltese, with EU-recognised university degrees from the University of Malta. International schools in Valletta and Sliema serve the expat community across British, American, and IB curricula.

Investment routes
Malta now offers one investment pathway: the Malta Permanent Residence Programme (MPRP), which grants permanent residence and Schengen free movement but does not lead to citizenship. The MEIN citizenship route — long the only EU citizenship-by-investment programme — is closed. The Court of Justice of the European Union ruled on 29 April 2025 (Case C-181/23, Commission v Malta) that granting nationality in exchange for predetermined payments commercialises EU citizenship and breaches Article 4(3) TEU. Malta ended the scheme by Act XXI of 2025, gazetted 24 July 2025. No EU member state now operates citizenship by investment. Malta has signalled a discretionary 'citizenship by merit' framework for exceptional contribution; that is not an investment route and no threshold buys it.

MPRP grants Maltese permanent residence, which includes free movement within Schengen. It does not lead to citizenship, and since the MEIN closure there is no longer a separate investment route that does. Ordinary naturalisation remains available on the standard residence and integration requirements.

Work permits
EU/EEA citizens have full work rights in Malta without permits. Non-EU nationals require a Single Permit combining work and residency authorisation. Malta Residence and Visa Program (MRVP) holders require separate employment authorization.
