Tax overview

Standard income tax 20% / 40% on income above EUR 42,000. USC (Universal Social Charge) 0.5–8%. PRSI 4%. Capital gains tax 33%. Non-domiciled residents can elect the remittance basis — foreign income not brought to Ireland is not taxed — for up to 7 years. No wealth tax. Inheritance tax (CAT) applies at 33% above thresholds.

Safety

Excellent — Ireland has very low violent crime rates and is one of Europe's safest countries. Dublin city centre has some petty crime; rural areas are exceptionally safe. The PSNI/Garda infrastructure is robust.

Healthcare

Ireland has a two-tier system — public (HSE) which is under pressure, and private insurance (VHI, Irish Life, Laya). Private hospitals like Blackrock Clinic and Mater Private provide excellent care. Expats are strongly advised to carry private health insurance.

Education

Trinity College Dublin, University College Dublin, and University of Galway are globally ranked. The Irish secondary school system (Leaving Certificate) is academically rigorous. International schools operate in Dublin.

Investment routes

Ireland's Immigrant Investor Programme (IIP) was suspended in February 2023 and has not been replaced. The primary residency route for non-EU HNW individuals is now business investment via the Start-Up Entrepreneur Programme (STEP) or income-based Stamp 0/3. Naturalisation is available after 5 years.
