Country overview

Gibraltar is a 6.7 sq km British Overseas Territory on the southern tip of the Iberian Peninsula, with English as the official language, British law, NHS-style healthcare, and a Mediterranean climate. It is one of the world's most tax-efficient jurisdictions for high-net-worth individuals, offering a Category 2 flat-tax residency with no capital gains tax, no inheritance tax, and no wealth tax. Gibraltar residents hold British Overseas Territories Citizen (BOTC) status, and those born before 1983 are also eligible for British nationality with right of abode in the UK.

Tax overview

Category 2 residents pay a flat annual tax of £32,000 on the first £105,000 of Gibraltar-source assessable income; income above that is exempt. No capital gains tax. No inheritance tax. No wealth tax. No VAT. Standard residents are taxed only on Gibraltar-source income at progressive rates up to 29%.

Safety

Excellent — Gibraltar consistently ranks among the safest jurisdictions in Europe. Its small size, British policing model, and geographic enclosure by the Mediterranean and Spain create an extremely low-crime environment.

Healthcare

Gibraltar Health Authority (GHA) provides universal NHS-equivalent care at St Bernard's Hospital. Specialist services typically accessed via Spanish hospitals in Marbella or through UK hospitals given the BOTC status.

Education

Gibraltar operates a British-curriculum state education system. The University of Gibraltar opened in 2015. Most HNW families use British international schools or board in the UK for secondary education.

Investment routes

Gibraltar's signature residency route for HNW individuals is the Category 2 status, which caps annual tax liability and requires approved property and demonstrable net worth. Standard residency is available to any individual who takes up approved accommodation.

Category 2 (High Net Worth Residency)

PR → Citizenship possible

Investment required

Net worth of at least £2,000,000. Must occupy a Category 2-approved property (>2,000 sq ft or a government-approved luxury flat); property must be retained throughout residency.

Residency timeline

Residence permit within 60–90 days of approval by the Commissioner of Income Tax

Citizenship timeline

No direct citizenship pathway — BOTC status is inherited or acquired by birth/descent. Naturalisation as British Overseas Territories Citizen possible after 5 years' ordinary residence.

Category 2 residency does not confer the right to work locally. The annual flat tax is currently £32,000 on the first £105,000 of assessable income from Gibraltar sources — all other income is outside Gibraltar's tax net. Approximately 500 Category 2 certificates are in existence at any time.

Ordinary Residency

PR → Citizenship possible

Investment required

Approved accommodation in Gibraltar (rental or purchase). No minimum investment requirement.

Residency timeline

Residency permit on application; typically 2–4 weeks

Naturalisation available after 5 years' ordinary residence

Standard progressive income tax on Gibraltar-source income (up to 29%). Foreign-source income exempt. Popular with financial services and gaming industry professionals.

Gibraltar's Category 2 is the European Mediterranean answer to Monaco — similar concept (flat tax, small jurisdiction) at a fraction of the entry cost. The 2021 Gibraltar–EU draft Schengen-adjacent agreement, if finalised, would allow residents to move freely into Spain and the Schengen Zone.

Work permits

Gibraltar requires work permits for non-UK/EU nationals. EU nationals previously had free movement rights; post-Brexit, a negotiated Gibraltar-EU arrangement is in progress. Category 2 residents may not take local employment — this route is specifically for those living on investment income or remote income.

Work Permit (Non-EEA)

Employer-sponsored permit for roles that cannot be filled locally. Reviewed annually by the Gibraltar Employment and Training Board.

Gibraltar is a major financial services and online gaming hub. Its GDP per capita rivals Switzerland and Luxembourg. The economy is driven by private banking, insurance, cryptocurrency/blockchain, and igaming, all denominated in GBP.
