Malta MPRP: The Revised Schedule, Verified Line by Line

When a programme revises its price list, the old numbers do not disappear — they linger on agency websites, in cached comparison tables, and in the first page of search results, sometimes for years. Malta's Permanent Residence Programme revised its schedule for applications from 1 January 2025, and twenty months later a majority of the English-language pages ranking for the programme still quote the old structure. This piece exists so that at least one page states the current schedule completely, with each figure checked against Residency Malta's published regulations rather than against another website.

First, what the MPRP is and is not

The MPRP grants permanent residence in Malta — indefinite right to reside, Schengen mobility on the standard 90/180 terms — for the applicant, spouse, and a notably generous span of dependants. It is not a citizenship programme, and it is worth stating plainly why that matters: Malta's MEIN citizenship route is closed, ended by Act XXI of 2025 after the Court of Justice ruling in Commission v Malta, and no investment sum reopens it. The MPRP is what Malta now sells, and it sells residence.

The current schedule

For applications filed from 1 January 2025:

• Property: purchase at EUR 375,000 minimum, anywhere in Malta or Gozo — the old south-Malta discount tier is gone — or rental at EUR 14,000 per year minimum, committed for five years.
• Government contribution: EUR 37,000, now the same figure on both the purchase and rental routes. Under the pre-2025 schedule the contribution differed by route (EUR 28,000 against EUR 58,000); the flat figure is the clearest single marker that a page is quoting the current rules.
• Administrative fee: EUR 60,000, non-refundable, of which EUR 15,000 is payable at submission and the balance on approval in principle. This replaced the former EUR 40,000 fee and is the largest single increase in the revision.
• Donation: EUR 2,000 to a registered Maltese voluntary organisation.
• Dependants: EUR 7,500 for each adult dependant included other than the spouse — parents and grandparents chiefly.

Applicants must also show qualifying assets — the regulations admit either a higher total-asset test or a lower one with a defined financial-asset component — and carry health insurance covering Malta.

What it adds up to

On the rental route, the unavoidable fixed costs — contribution, administrative fee, donation — come to EUR 99,000 before rent, dependants and professional fees: roughly USD 110,000, plus five years of rent at EUR 14,000 or more. On the purchase route, the same fixed costs sit on top of the EUR 375,000 property, an all-in commitment in the region of USD 520,000 — with the property recoverable on eventual sale, after the required holding period, in a market that has been kind to Maltese residential values but is not obliged to remain so.

How to tell a stale page in five seconds

If a page quotes a EUR 300,000 or EUR 350,000 property threshold, a contribution of EUR 28,000 or EUR 58,000, a EUR 40,000 administrative fee, or a south-of-Malta discount, it is describing the programme as it stood before 2025. None of those figures buys anything today, and an application budgeted on them is roughly EUR 30,000–50,000 short.

The Malta dossier carries these figures with their verification date, alongside the non-investment routes — the Nomad Residence Permit and the employment permits — that suit applicants who need Malta but not permanent residence.
