Dominica Economic Citizenship in 2026: The Programme After the Floor

Dominica ran the cheapest credible citizenship programme in the world for two decades. The USD 200,000 regional floor ended that era — and what remains is a different proposition that deserves to be judged on its current terms.

For most of two decades, "Dominica economic citizenship" meant one thing in this industry: the cheapest legitimate passport on earth. A USD 100,000 donation, a clean file, and a few months' wait. That programme no longer exists at that price, and the persistent search demand for it deserves a current answer rather than a cached one.

The programme as it stands

Dominica's Citizenship by Investment programme, run under the Citizenship by Investment Unit, offers two routes:

  • Economic Diversification Fund (EDF) donation: USD 200,000 for a single applicant — the regional floor agreed by the four islands in 2024, which doubled Dominica's historic price and eliminated the discount that made it the volume leader. Family applications price upward from there with the composition of the file.
  • Approved real estate: USD 200,000 minimum in a government-approved development, held for at least three years. On paper the same headline as the donation; in practice the government fees layered on the real-estate route mean the all-in cost runs meaningfully higher, in exchange for an asset of genuinely variable quality — the approved-project list contains both real resorts and structures that exist mainly on paper, and I have walked the sites of both.

Beyond the investment: due diligence fees per adult, mandatory interviews for applicants — introduced in 2023 and conducted virtually or in person — and processing that in a clean case runs to roughly six to nine months. Dependants extend to spouses, children and, within limits, parents; the file defines the price, and any agent quoting a family total without seeing the file is guessing.

What the floor changed

The 2024 Memorandum of Agreement among Dominica, Antigua & Barbuda, Grenada and St Kitts & Nevis — Saint Lucia aligned alongside — set the USD 200,000 minimum precisely to end the race to the bottom that Dominica was winning. The commercial consequence is that Dominica lost its only unique selling point. At USD 200,000 it is now the joint-cheapest of five broadly similar products rather than the outlier, competing on processing quality and the CIU's reputation rather than on price — a competition it handles respectably but no longer dominates.

The pressure that defines the era

No honest account of this programme in 2026 can end at the price list. The European Union has made continued Schengen visa-free access for the Eastern Caribbean CBI states conditional on ending or fundamentally restructuring their programmes — the negotiation our editor tracks in the monthly Outlook. Dominica's passport is valuable substantially because of that waiver. An applicant buying today is buying an asset whose headline feature is under renegotiation, and should size the purchase accordingly: as insurance and as a genuine second nationality, not as a guaranteed European travel document.

Who it still suits

The applicant Dominica still fits is one who wants a lawful, respected second citizenship at the lowest credible price, values the CIU's relative rigor, and is clear-eyed that the travel benefits are political facts subject to political change. The applicant it no longer fits is the one shopping purely on price — that era ended with the floor — or the one for whom Schengen access is the entire point, who should be reading about European residence instead.
