Dominica's CBI program, established in 1993, is one of the oldest and most respected in the world. It offers two routes: a non-refundable government donation or a real estate investment in approved projects. No residency is required before or after citizenship.

Real estate must be in approved projects. Property can be resold after 3 years, but resale to subsequent CBI applicants requires 5 years.
Citizenship is granted directly, not via residency. Dominica passport provides visa-free access to UK, Schengen, Singapore, and most of Asia. Regulated regionally by ECCIRA, operational from Q2 2026, under a USD 200,000 floor that has applied to every route since 1 July 2024. In June 2026 the European Commission wrote to this and four other Caribbean CBI states asking them to phase the programme out by 1 June 2028 or risk Schengen visa-free access; nothing has been suspended, and applications continue. Price the 2028 question in before applying.
Economic opportunity
Dominica's economy is driven by agriculture (bananas, citrus), eco-tourism, and CBI revenues. The government's 'Climate-Resilient Nation' strategy is attracting renewable energy and sustainable development investment. The local economy is small and not a significant draw for foreign employment.
