Country overview

Cambodia — particularly Phnom Penh and Siem Reap — has become a popular budget expat destination combining zero foreign-income tax with a very low cost of living, a warm climate, and improving amenities. The country is politically stable under Hun Manet's government and uses the US dollar as a de facto currency alongside the riel.

Tax overview

Territorial tax system: only Cambodia-source income is taxed. Foreign income remitted to Cambodia is not taxed. Personal income tax: 0–20% progressive on local income. No capital gains tax on shares (real estate CGT introduced in 2022 at 20%). No inheritance tax.

Safety

Moderate — Phnom Penh has low violent crime rates for the region. Petty theft and scams targeting tourists exist. Road safety is poor. Political freedoms are restricted, but expat communities are not directly affected.

Healthcare

Raffles Hospital and Royal Phnom Penh Hospital provide private care adequate for most needs. Complex cases typically go to Bangkok (1 hour). Medical costs are very low.

Education

International schools in Phnom Penh include CIA, ISP, and Northbridge. Quality is improving but remains below Singapore/Bangkok standards.

Cambodia's My Second Home and Business Visa routes offer the most accessible long-term residency in Southeast Asia. There is no formal investor residency that leads to citizenship — Cambodia's citizenship is essentially closed to economic migrants.
