Country overview

Uruguay is consistently ranked South America's most stable, transparent, and democratic country — with the continent's highest Human Development Index, no corruption (relative to neighbours), universal healthcare, and a genuine rule of law. Punta del Este is South America's most glamorous beach resort. Montevideo offers European-influenced urban sophistication at a fraction of European costs. Uruguay allows 7 years of tax exemption on all foreign income.

Tax overview

New tax residents receive a 7-year exemption on all foreign-source income (dividends, capital gains, overseas rental income, remote work from abroad). After 7 years, 12% flat tax on foreign passive income. Residents pay 0–36% progressive on local income. No wealth tax (abolished). No inheritance tax. Capital gains on local assets: 12%.

Safety

Good — Uruguay has the lowest crime rate in South America. Montevideo has minor urban crime but is exceptionally safe by regional standards. Punta del Este is very safe. Drug trafficking exists in specific city areas but does not affect the expat community materially.

Healthcare

Uruguay has universal healthcare through the Fonasa/ASSE system. Private mutual funds (mutualistas) like Médica Uruguaya and Sanatorio Americano provide excellent private care at very affordable rates. Private health insurance typically costs USD 200–400/month for comprehensive coverage.

Education

Uruguay has universal free public university education — Universidad de la República is well-regarded. International schools in Montevideo include the British Schools, Uruguayan American School, and Escuela Integral. Quality is high.

Investment routes

Uruguay's residency is among the world's most straightforward to obtain. A simple declaration of income or property, combined with the 7-year foreign income tax holiday, creates an extraordinarily compelling package. Citizenship is available in 3–5 years.

Uruguay's citizenship requires renouncing other citizenships only in limited circumstances. Dual citizenship is not formally recognised in the constitution but in practice Uruguay does not enforce renunciation.

Uruguay's open migration law (Ley 18.250) makes it one of the world's most welcoming countries for legal migrants. Work permits are rarely a barrier — most residency categories include work rights automatically.
